HL Deb 23 June 1986 vol 477 cc145-6WA
Lord Jenkins of Putney

asked Her Majesty's Government:

What is their response to the address of the Warsaw Treaty States of 11th June.

Baroness Young

We welcome Eastern recognition of longstanding Western concerns about conventional disarmament. While there are a number of question-able elements in the Warsaw Pact appeal—such as the presumption that parity in conventional forces already exists in the whole of Europe—we will be considering the Eastern ideas carefully, both nationally and in the High Level Task Force set up at the Halifax NATO Ministerial Meeting. In the meantime, we hope that the Warsaw Pact's words will be reflected in a more positive attitude at the negotiations currently under way at the MBFR and CDE, where constructive Western proposals still await a serious Eastern response.
