What are the reasons for excluding day care centres from the terms of reference of the Wagner Committee, and whether they would be willing to reconsider this decision.

In discussions on the terms of reference it was decided that, as this Working Group would be looking at residential care in its total setting including its interaction with day care and other provision, to incorporate day care as such would open up too wide a field. However, residential establishments which provide a base for day care will fall within the terms. We see no reason for changing that view.
