Whether the Government will spell out the Soviet breaches of the SALT II Treaty of which they are themselves directly cognisant—that is to say not those where their knowledge depends on evidence produced by the United States.
§ The Minister of State, Foreign and Commonwealth Office (Baroness Young)Alleged breaches of the SALT II agreement are investigated by the Standing Consultative Commission. The United Kingdom is not a party to the SALT II agreement and consequently does not have access to the commission's records. We have repeatedly urged the Soviet Union to respond to the legitimate concern expressed by the United States about Soviet compliance. We hope they will now do so.
