asked the Secretary of State for Transport what conclusions he has reached regarding the effect on casualties of the package of motor cycling measures introduced under the Transport Act 1981; and if he will make a statement on future plans.

Our review of the 1981 package suggests that there has been a positive impact on the development of training facilities and expertise, on the number of learner riders taking training and on the pass rate for the L (ie part II) test. But the number of learner riders taking formal training and passing both parts of the test still represents only a minority of the total. As yet there has been no measurable effect on the motor cycle casualty rate.

I intend very shortly to seek the views of outside organisations and individuals on how further progress can be achieved.
