asked the Prime Minister whether the Government are working on a range of policies designed to improve the competitive position of British shipowners.

The Prime Minister

Yes. We have a range of policies designed to do this. In international negotiations, in the EC and other fora, we are seeking the creation of conditions that will preserve and enhance opportunities for British ships and encourage United Kingdom ownership of vessels, preferably under the British flag. At home, we are working to reduce the burden of costs and marine regulations. We are also extending the business expansion scheme to cover ship chartering. This should provide new opportunities for sound investment, particularly in the coastal and short sea trades.
