HC Deb 12 June 1986 vol 99 c249W
Mr. Snape

asked the Secretary of State for Transport whether he plans to introduce a system of comparability in the evaluation of road and rail improvement schemes as recommended by the Leitch committee in 1976.

Mr. Peter Bottomley

Cost benefit techniques are used for assessing railway investment projects where wider social benefits such as reduced congestion are important, or where rail and road schemes are direct alternatives. Where railway investment is designed to improve the financial performance of the Railways Board, financial appraisal is the right approach.
