asked the Secretary of State for Social Services on what grounds he is providing £11 million ahead of time to Central Birmingham district health authority for the purposes of financing an American company to build the only NHS psychiatric hospital in Birmingham in 1992–93 on the site of the old Queen Elizabeth hospital.

No capital funds are being made available to West Midlands regional health authority other than those already allocated under the normal arrangements. It is for the regional health authority to decide the content, order and timing of its capital programme within this general allocation subject to the usual approval in principle procedures.
