Mr. Austin Mitchell

asked the Secretary of State for Social Services if his Department operates any system of norms in relation to the number of hostel places for mental patients per head of population which should be provided by the responsible local authority; and if he will make a statement.

We do not operate any system of norms on hostel places. The Government's position is stated in paragraph 90 of our response to the second report from the Social Services Committee, 1984–85 Session (Cmnd. 9674).
