§ Sir Geoffrey HoweThe situation in Afghanistan is a matter of great concern to the member states of the European Community, and a subject of frequent discussion between their Foreign Ministers. We are unanimous in our belief that the key to peace is the total withdrawal of Soviet troops in accordance with successive United Nations resolutions.
