But in January 1985, 33 per cent. of all pupils aged 16 and over in maintained secondary schools in England were taught in one-teacher classes with 10 or fewer pupils and 38 per cent. of all pupils aged 14 or 15 were taught in one-teacher classes of 20 or fewer pupils.
