asked the Secretary of State for Energy, pursuant to his reply of 3 June, if he will explain how an official car meeting a Minister at Heathrow airport returning from an official engagement in 1985 incurred a parking ticket.

Unfortunately, for reasons of security, it is not always possible for ministerial cars to wait only in approved parking areas if these are some distance from an arrival point. On this occasion the car, with its driver in attendance, was waiting briefly on a double yellow line.

asked the Secretary of State for Energy, pursuant to his reply of 3 June, what was the nature of the official gift purchased in Knightsbridge in 1985 which led to a parking ticket being issued; where was the gift purchased; who purchased it; how much it cost; which Minister presented it; and to whom.

No gift was purchased in Knightsbridge, since an appropriate item could not be found at an acceptable price. The gift being looked for was for presentation by my right hon. Friend the Minister of State to the operators of the Argyll field to commemorate the tenth anniversary of North sea oil production.
