§ Mrs. RumboldMy Department has now collected information from local authorities on their accumulated capital receipts. At the end of 1984–85 local authorities in England held £6.2 billion of accumulated receipts which, subject to the relevant prescribed proportions, gave rise to spending permission under the capital control system. Of this total, £3.8 billion was backed by cash; the remainder had been used for purposes such as debt repayment.
