asked the Secretary of State for Social Services whether he has any plans to review the financing of the General Practice Finance Corporation.

The corporation's net borrowing has been cash limited since 1 April 1985 and this seems an opportune time to review the corporation's financing in the light of the experience gained. My right hon. Friends the Secretaries of State for Wales and Scotland and I propose to commission an independent study by consultants.

The terms of reference will be: To examine the scope for and means of reducing public sector involvement in funding loans to gmps for the provision of surgery premises and in particular to advise on the feasibility and cost effectiveness of sales from the General Practice Finance Corporation's loan portfolio.
