§ Mr. Heddleasked the Secretary of State for Transport when he proposes to publish the findings of the inter-departmental committee's report on the use of waste material for road fill.
§ Mr. Peter BottomleyI have today published this report in full, so that the background to the findings is clearly understood. The report concluded that the experimental dual tendering arrangements have been ineffective in increasing the use of material for road fill. Given that road fill can at best make only a very small contribution to reducing the stock of waste material, it argues that it is better to abandon dual tendering and place greater reliance on competitive pricing of waste material than to retain dual tendering in a modified foam. Procedures to ensure better information about sources of waste material should be provided to tenderers so that these sources are not overlooked. Before the Government decide whether to accept these conclusions, I am consulting interested organisations and expect to receive their comments by 25 July 1986.
