Mr. Spearing

asked the Secretary of State for Foreign and Commonweath Affairs if he will list the principal items of capitalinvestment in infrastructure together with the sums allocated which form part of the £4 million aid to rural development in central Zambia announced on 7 July and state whether any conditions have been made in respect of this expenditure.

Mr. Eggar

The principal capital investment items have not yet been determined, as the capital aid will help to fund the annual minor works programmes of five district councils. The release of the funds will be conditional on regular reviews of the programmes by the Overseas Development Administration.

Mr. Spearing

asked the Secretary of State for Foreign and Commonwealth Affairs if he will list the breakdown in expenditure of the £3,069 million technical co-operation scheme for rural development in central Zambia announced on 7 July.
