Mr. Meacher

asked the Secretary of State for Scotland if he will set out the (a) gross and (b) net of charges expenditure, current and capital, on the National Health Service and personal social services for each year from 1971 to 1986–87 for Scotland for (a) hospital and community health services, (b) family practitioner committees and their predecessors, (c) centrally funded National Health Service services, and (d) personal social services, with the percentage increase deflated by (1) gross domestic product, (ii) retail price index and (iii) pay and prices.

Notes:

1. There are no Family Practitioner Committees in Scotland. Since 1974, Family Practitioner Services have been administered by Health Boards. Administration costs are included in the Hospitals and Community Health Service totals.

2. Hospitals and Community Health Service expenditure before 1974–75 does not include certain Community Health functions previously carried out by local authorities.

3. No separate NHS pay and price factors are available for Scotland. The factors used are those maintained by DHSS for England.

4. Due to reorganisation, the local authority financial year 1975–76 lasted only 101 months (16 May 1975 to 31 March 1976). The personal social services expenditure figures for that year are therefore not comparable and have not been deflated.

5. The local authority elements of expenditure included in the PSS totals exclude loans and loan charges.
