§ Mr. David Mitchell[pursuant to the answer, 24 July 1986]: The information is not available. People who complain about noisy motor cycles do not say whether they are modified or not. As lower noise limits for vehicles with four or more wheels begin to take effect, unmodified standard motor cycles complying with the current limits will become more prominent and more likely to give rise to complaint. That is why we need tighter limits for new machines as well as better enforcement to deter illegal modifications.
