asked the Secretary of State for Social Services what recent representations he has received on the availability of mobility allowance to the mentally handicapped.

We have recently received a number of representations in various forms, all of which seek a widening of the scope of the mobility allowance scheme so that more mentally handicapped people are likely to qualify for the allowance. The representations are aimed mainly at making provision for people who are unable to make purposeful use of their physical ability to walk without guidance or supervision from another person.
