asked the Paymaster General how many of the factory inspectors with responsibility for the Hays Chemical Co. plant in St. Helens have degrees in chemistry or chemical engineering; and if he will make a statment.

Of the three factory inspectors based in the chemicals group of the Health and Safety Executive's Merseyside area office responsible for the inspection of this plant, one has a degree in chemistry. The area office can draw on the technical advice and support of the field consultant group based in Manchester which included four fully qualified chemical inspectors as well as specialists in other disciplines.

asked the Paymaster General if he will make a statement on the number of specialist inspectors of factories with special reference to the work load of the Health and Safety Executive's area offices.

On 1 July 1986, 194 specialist inspectors were employed by HSE in giving technical advice and support to other parts of the organisation. Of these 100 were stationed in the seven field consultant groups each providing support to between two and four Health and Safety Executive areas. A recruitment campaign is at present under way.

asked the Paymaster General if he has any plans to review the technical qualifications and background of those factory inspectors called upon to inspect the non-nuclear areas of the United Kingdom's nuclear power complexes; when the decision was made to appoint the inspectorate to perform this function; and if he will make a statement.

No. The decision to transfer responsibility to the factory inspectorate was made shortly before implementation on 1 April 1986.
