Mr. Snape

asked the Secretary of State for Transport what recent research his Department has carried out or commissioned into speed governors, or limiters, and on speed alerters, with particular reference to coaches; what the conclusions of such work have been; and what action he proposes to take.

The Transport and Road Research Laboratory has conducted some research into the operation of speed limiters, which showed that in general these devices work satisfactorily. The BSI is about to seek public comment on a draft British standard for speed limiters prepared at the request of the Department. This standard will form the basis of regulations which we expect to make early next year to require all high-speed coaches to be fitted with speed limiters. Currently we have no work in progress on speed alerters.
