§ Mr. John PattenUrban programme resources are allocated to individual local authorities according to assessments of their needs and their performance in formulating and implementing inner area programmes which accord with ministerial guidelines. Clear objectives are set for individual projects within an overall strategy. Local authorities monitor projects systematically and produce annual reports on their programmes. There are arrangements for systematic sample checking of projects by departmental officials.
