Mr. Beith

asked the Secretary of State for Foreign and Commonwealth Affairs whether the Overseas Development Administration joint funding scheme is intended for development projects or emergency relief.

Mr. Eggar

Grants under the joint funding scheme support British voluntary agencies in carrying out projects aimed at longer term economic and social development.

Mr. Beith

asked the Secretary of State for Foreign and Commonwealth Affairs whether any sums within the 1986–87 Overseas Development Administration joint funding scheme budget have been earmarked for work on human settlements during the international year of shelter for the homeless (1987).

Mr. Eggar

A grant of £16,500 has been made to the International Year of Shelter for the Homeless Trust in support of the school for self-help housing project in Colombia. A number of grants have been made to other British voluntary agencies in support of projects which include work on human settlements. These include projects being undertaken by:

  • OXFAM
  • Christian Aid
  • The Catholic Association for Overseas Development SOS Sahel

Mr. Beith

asked the Secretary of State for Foreign and Commonwealth Affairs what figure he has announced for the 1986–87 Overseas Development Administration joint funding scheme budget; how much of the total budget has so far been allocated; and to which organisations.

Mr. Eggar

A provision of £5.3 million has been made for the joint funding scheme in the Supply Estimates for 1986–87. Those funds have been fully committed to individual allocations and spending will be kept under review in the light of progress on projects. The British voluntary agencies which have been allocated grants are:
