Mr. Evans

asked the Secretary of State for the Environment what were the outturn figures for spending by St. Helens district council under the homes insulation scheme in 1984–85 and 1985–86.

[pursuant to his reply, 18 July 1986]: St. Helens district council's expenditure on homes insulation grants in 1984–85, for which it has received 100 per cent. Exchequer funding, was £53,642. The corresponding final figure for 1985–86 is not available.

asked the Secretary of State for the Environment, pursuant to his answer of 14 July concerning grants available to local authorities under the homes insulation scheme, what criteria he used in reaching the level of funding available to St. Helens district council for 1984–85 and 1985–86; and if he will make a statement.

authorities in the greater London and (ii) local authorities in non-metropolitan areas in bed and breakfast accommodation at the end of 1985 over that at the end of 1984;

(3) what is his Department's explanation of the higher percentage increase in the number of homeless households placed by (i) local authorities in the non-metropolitan areas, compared with (ii) local authorities in greater London in bed and breakfast accommodation at the end of 1985 over the number of households placed in bed and breakfast accommodation at the end of 1984.

[pursuant to his reply, 18 July 1986]: Each year the Department asks local authorities to submit bids for homes insulation scheme resources for the forthcoming financial year. All the bids are considered together against expected demand for grants, and the resources available. In 1984–85 St. Helens district council bid for £80,000 and was allocated £75,000.

In 1985–86 St. Helens district council bid for £100,000 and was allocated an initial £72,000. It was allocated an additional £30,000 in November 1975 on the basis of information it provided about its grant commitment to date.
