§ Sir George Young[pursuant to his reply, 18 July 1986]: Each year the Department asks local authorities to submit bids for homes insulation scheme resources for the forthcoming financial year. All the bids are considered together against expected demand for grants, and the resources available. In 1984–85 St. Helens district council bid for £80,000 and was allocated £75,000.
In 1985–86 St. Helens district council bid for £100,000 and was allocated an initial £72,000. It was allocated an additional £30,000 in November 1975 on the basis of information it provided about its grant commitment to date.
