§ Mr. Groundasked the Secretary of State for the Environment if he will estimate the number of dwellings in England and Wales, at present owned by charitable housing associations, which were built by local authorities prior to 1974 and which are not covered by the legislation granting to tenants the right to buy or cash payments to assist with home purchases.
