§ Mr. NewtonI have replied today to the letter from the director general of the Royal National Institute for the Blind and have apologised to him for the delay in doing so. The review has raised difficult and complex issues which have taken longer to consider than I would have wished, but we will announce our conclusions as soon as possible.
