§ Mr. BiffenMass lobbies are an accepted and regular feature of parliamentary life at Westminster. The authorities of the House and supporting staff undertake the work involved in preparing for and controlling them as part of their normal duties. It is not therefore possible to quantify the costs in terms of man hours of the mass lobby which occurred on Tuesday 8 July.
