§ Baroness YoungThe decision by President Reagan to dismantle two Poseidon submarines means that the US remains in compliance with the SALT II limits. As the President's statement on 27th May made clear, if the Soviet Union takes constructive steps between now 895WA and the end of the year he would take that into account in reviewing whether the US should itself exceed the SALT II limits. We have frequently said that we hope both sides will continue to observe the SALT II agreement.
