§ Mr. Buchanan-SmithHer Majesty's Government's guidance to companies exporting North sea crude oil is that they should do so only in the markets of our partners in the European Community and the International Energy Agency, or where there is an existing pattern of trade outside these areas (in practice, Finland and certain Caribbean destinations only). Exports to all destinations outside these three groups are precluded by this policy.
