§ Mrs. ChalkerThe new treaty provisions on foreign policy co-operation embodied in title III of the Single European Act are the result of a United Kingdom initiative. They embody for the first time in an international agreement the commitment by the Twelve to consult each other so as to ensure that their combined influence is exercised as effectively as possible by coordinating their positions and taking joint action. Pending ratification of the Single European Act by all twelve member states, I shall encourage our partners to act in political co-operation in the spirit of the new treaty provisions.
