Whether they propose that the district councils will be required to give financial support to Liverpool Airport.

When Liverpool Airport is formed into a company, it will be for the PTA, as part of the scheme for the transfer of property, etc., to propose how the share capital shall be allocated between the five district councils. In order to ensure the best chance of ultimate viability, it is intended that Liverpool Airport's past debts should remain with the Merseyside PTA, which will be able to recover debt servicing costs through its precepts on the five districts.
