asked the Secretary of State for Social Services if he will specify all those changes mentioned in his Department's recent circular, according to the extent of which it it proposed to pay general managers in the National Health Service a bonus.

I assume that the hon. Member is referring to the provision in personnel memorandum (86)7 which enables discretionary additions to be made to the salaries for general manager posts in order to reflect special local factors. Two kinds of factor are specified: the extent of change to be achieved and the difficulty and complexity of the management task. Examples of these are set out in paragraph 13 of the document, copies of which are in the Library.
