HC Deb 07 July 1986 vol 101 c61W
Mr. Peter Bruinvels

asked the Secretary of State for the Home Department how many diplomats have been breathalysed in each of the past five years and to date; and, of these, how many were found to be positive.

Mr. Mellor

Information is not collected centrally on the occupation or status of those required to provide a sample for a screening breath test. An accredited diplomat, because of his inviolability under article 29 of the Vienna convention on diplomatic relations, cannot be required to provide such a sample. Diplomats may, however, be breath tested before their entitlement to immunity is known, or at their own request to demonstrate that they are capable of driving safely.
