§ Sir George YoungIn their housing investment programme submissions local authorities are asked to specify the total programme of capital expenditure they propose to undertake in the relevant year. The figures are therefore intended to cover not only expenditure financed from allocations, but also the very considerable amount of expenditure financed from other sources. Proposed programmes and allocations for the years 1981–82 to 1986–87 have been as follows:
