§ Mr. Franksasked the Secretary of State for the Environment if he has any plans to use his powers under part 3 of the Local Government, Planning and Land Act 1980 relating to local authority direct labour organisations which have made less than five per cent. return in each of the past three years.
§ Mrs. RumboldMy right hon. Friend has to date used his powers under section 17(4) of the Local Government, Planning and Land Act 1980 to direct five local authorities to submit special reports on construction work carried out by their direct labour organisations. In one case he has decided to take no further action. In the other four cases he has not yet decided what action to take.
