§ Mr. HurdNo specific conditions were imposed, but my right hon. and learned Friend the then Home Secretary made it clear that he would not hesitate to use to the full the powers contained in the Immigration Act 1971, to ensure the exclusion of the Libyan nationals referred to for so long as it was thought necessary other than in exceptional circumstances. That remains the position.
