§ Sir George YoungLocal authorities provided estimates of unfit dwellings at 1 April 1985, in their housing investment programme returns. Including allowance for any missing returns, the estimated number in the north region was 23,100. Local authorities' estimates are not necessarily comparable, as their criteria may differ, and for England as a whole the figures are not consistent with estimates from the 1981 English "House Condition Survey".
