§ Mr. John PattenMy right hon. Friend and I are still considering the many recommendations in the Nugee report in consultation with colleagues in other Departments which have an interest. I will make a statement as soon as possible, but I cannot say at this stage when it will be possible to introduce legislation on this subject.
