Friend refers (paragraph 4 "New Cross building society", Cmnd. 9033) summarised fairly the conclusions which the Chief Registrar had reached in his decision on the proposed statutory orders against the New Cross Building Society (reprinted as appendix 5 to Cmnd. 9033, specifically in paragraph 15.5). Subsequent events have done nothing to cast doubts on the Chief Registrar's assessment.
