asked Her Majesty's Government:

Whether they are satisfied that sufficient professional expertise will be available to the metropolitan district councils of Tyne and Wear to discharge land reclamation functions after 1st April 1986.

It is for district councils to consider what professional expertise they need to support the discharge of their functions. The district councils in Tyne and Wear are already involved in land reclamation, and I understand that they have reached agreement in the Co-ordinating Committee on post-abolition arrangements.
