What changes in the services for mentally, sensorily, and physically handicapped people are required as unemployment further increases the disadvantage experienced by these groups.

Health and local authorities already provide a wide range of services for disabled people whether or not they are in employment. The Government continue to support programmes to improve the mobility and employment opportunities of disabled people. Following a review by the Manpower Services Commission in 1983–84, we have supported the commission's commitments to disabled people through recognition that they should receive a high priority in employment and training programmes.
