§ Mr. John PattenAn application to buy was made more than 15 months ago. Southwark council took almost five months to issue an offer notice, and there was further delay while it reconsidered the leasehold terms of the disposal. I understand, however, that Mrs. Manning has now been offered a completion date of 17 March. It is clear that unreasonable delays have occurred in this case, and I hope my hon. Friend will write to me if Mrs. Manning encounters any further difficulties.
