65. Mr. Kennedy

asked the Secretary of State for Social Services what representations he has received from the Council on Tribunals, on the right to independent appeal for claimants against decisions made by officers of the proposed social fund.

Mr. Newton

My right hon. Friend the Secretary of State for Social Services and I met the chairman and secretary of the Council on Tribunals on 11 December 1985. On 21 January the chairman of the council sent my right hon. Friend a copy of its special report concerning appeals under the proposed social fund.

82. Mr. Gordon Brown

asked the Secretary of State for Social Services what right of appeal he proposes for claimants debarred from assistance from the social fund.

Mr. Newton

A person who is dissatisfied with the outcome of a request for help from the social fund would have a right to a review of the decision along the lines set out in the White Paper "Reform of Social Security".
