§ Mr. Chris PattenThe Government believe that all ethnic minority children must be equipped with a good command of English if they are to participate fully in school and adult life. Responsibility for determining the nature and extent of provision for teaching English as a second language rests with the local education authorities. The Swann committee endorsed an integrated approach towards teaching ESL within the normal classroom, where it can be related to the rest of the curriculum. The Department is encouraging LEAs to adopt this approach wherever possible. Good practice will continue to be promoted and disseminated by Her Majesty's Inspectorate512W and supported by grants made by my right hon. Friend the Home Secretary, under section 11 of the Local Government Act 1966.
