§ Mr. Michael SpicerThe use of windscreens discs to provide evidence of insurance is suggested from time to 499W time and has been most recently by the RAC. But, for the reasons I gave in reply to my hon. Friend the Member for Derby, North (Mr. Knight) on 29 January, at column 520, I have yet to be convinced of the value of such a system.
