asked the Secretary of State for Foreign and Commonwealth Affairs if he will detail the criteria he uses to decide whether he should make representations to a foreign country on behalf of foreign nationals who have no connection whatsoever with the United Kingdom; and if he will make a statement.

We make such representations where there are compelling humanitarian or human rights grounds and where such representations are appropriate and likely to be effective.
