Whether it is their view that for Strategic Defence Initiative (SDI) research to seek to place a "dome over the Soviet Union", by developing a capability to intercept Soviet missiles while they were still over a Soviet territory, would be "a warped objective" (Lord Trefgarne, Official Report—13.2.85, Col. 461); and whether they are aware that these words were used by a United States Assistant Secretary of Defence, Mr. Richard Perle, in an address in London on 6th February.
§ Lord TrefgarneAs I told the noble Lord on 13th December, the purpose of the SDI research programme is to explore technologies which might enhance our security at lower levels of offensive weapons on both sides. I do not think I can usefully add to that answer.
