Mr. Robert Hughes

asked the Secretary of State for Transport when a decision is expected on the application of the Highland Express Airline Ltd. to fly international trans-Atlantic flights from Prestwick; and if he will make a statement.

Mr. Ridley

Highland Express Airways Ltd.'s application to the Civil Aviation Authority for a scheduled service licence to carry passengers, cargo and mail on the Prestwick-New York (Newark) and Prestwick-Toronto sectors was granted on 6 February with effect from the date on which Highland Express completes financial arrangements which are acceptable to the authority. The authority will review its decision should these arrangements not be completed within the timescale envisaged. Appeals against the authority's decision must be made within 21 days of 11 February 1986.
