asked the Secretary of State for Education and Science what is his estimate of the additional public expenditure each year arising from the provision of the Education Act 1981 for assessing the needs of, and preparing statements for, children with special education needs.

The Department does not collect the information which would enable such an estimate to be made. It is clear from a survey carried out by the Association of County Councils in 1985 that it is very difficult to isolate changes arising from these provisions of the 1981 Act from other changes in expenditure on special educational provision.
