§ Mrs. RumboldWe have asked for responses on capital controls to a shorter time scale than on the other proposals in the Green Paper "Paying for Local Government" (Cmnd. 9714) so that early legislation can be sought if that seems desirable. But it would not be practicable to introduce legislation in the 1985–86 Session.
