§ Mr. EggarWe, in common with our EC partners, take the view that the Libyan claim to sovereignty over the whole of the waters of the Gulf of Sirte is contrary to international law. In a Note delivered to the Libyan authorities on behalf of the member states of the European Community on 24 September 1985 the presidency made this clear following recent Libyan regulations on merchant shipping.
